Too young to drive?

Spinning wheels

The kids enjoy some time 'spinning the wheels' at the park. I presume these are used to improve one's flexibility. Each wheel spins independently--so they can go in the same direction or opposing directions. We've seen them about parks in Korea and China. This particular one is in one of the parks in Xi'an, China.
